Sweeping Change Plan for Japan

In addition to current low growth, the social security crisis, and other issues that have become the norm over the past 30 years, the COVID-19 pandemic has revealed the fragility of Japan's safety net. As a breakthrough measure to address this, our party has announced the "Sweeping Change Plan for Japan," which aims to tackle social security and taxation reform and a growth strategy in an integrated manner, as well as increasing disposable income.

This plan involves fundamental reform of the tax system, including the introduction of a "basic income" (guaranteed basic income, or BI), through which the government will unconditionally provide a certain amount of cash to each citizen every month, as well as reduction of consumption and corporate taxes.

Draft Constitutional Amendment

  • Efforts to Revise the Constitution

    We will revise Japan’s current Constitution—not a single word of which has been amended since coming into effect 70 years ago—to respond to the changing times and to solve specific problems facing our nation.
    We have drafted a revision of the Constitution with an emphasis on three aspects: free education, reform of governance structures, and establishment of a Constitutional Court.
    Now that more than two-thirds of both Houses of the Diet are in favor of revising the Constitution, and the Constitutional reform initiative has become a realistic proposition, we will lead the Constitutional review committees of both Houses, urging each party to promptly raise specific matters for revision in order to further the discussion and to present options to the people of Japan.
